I'm assuming pure competition is a system where supply and demand negotiate price. I'm just not sure what my prof. means by utility surplus.

Answer:
No it's false (I mean not necessarily true). Monopolies/Oligopolies theoretically could maximize sum of consumer's and producer's surplus due to economies of scale (their costs usually are lower because of specialization - so potentially they could supply more than purely competitive markets at the same price). The problem is - they starting to pursue their personal benefit that is - they are tend to maximize their profit - by the account of consumers surplus. So total surplus is reduced but one of party is winner.
But of course in real-markets competition presses price down thus increasing consumer surplus.
